Government agencies, businesses, and nonprofit organizations rely on Naomi Mermin Consulting to assist in developing and implementing their environmental policy and program initiatives. Energy Efficiency - Maine Triennial Energy Plan. As Vice Chair of the new Efficiency Maine Trust and Chair of the Triennial Plan Workgroup led the effort to develop the first in the nation all fuels energy efficiency plan. The Efficiency Maine Trust (Trust) was created to administer energy efficiency and alternative energy programs in the State of Maine. The Trust was tasked with developing the first 3-year plan (Triennial Plan) providing program design, planning and implementation strategies for all energy efficiency and alternative energy resources, for all fuel types, across all customer classes. The Plan begins Maine on a trajectory to achieve the most far reaching goals set by any state: 1.Weatherize 100% of Maine residences and 50% of Maine businesses by 2030. 2. Achieve 30% electric energy savings, 30% natural gas savings and 20% heating fuels savings by 2020, 3. Capture all cost-effective energy efficiency resources available for electric and natural gas ratepayers, and 4. Reduce greenhouse gas emissions from heating and cooling loads in Maine to at least 10% below 1990 levels by 2020, and ultimately 75 to 85% below 2003 levels.

Renewable Energy working with an equity investor in affordable multi-family residential property to develop a business plan for applying renewable energy systems in retrofit applications to non-profit housing stock. Provide overall market analysis, technology analysis and exploration of power purchase agreement structures and financing.

Building Benchmarking working with residential property owners with large portfolios to identify opportunities for energy and environmental improvements. Reviewing portfolio wide energy and water consumptions patterns and operational and maintenance impacts of pest services and landscaping. Developing priority investment strategies and adjustments to ongoing asset management to improve sustainability, resident health and the economic viability of the properties.

Green Jobs Working with Youth Build Boston’s Project advantage to explore and evaluate a green workforce development model for disadvantaged youth between the ages of 16-19. The goal is to help move youth on a continuum of development using green building and landscaping opportunities to build their self esteem and skills while simultaneously moving them on to green career paths. The project includes evaluating market needs for green landscaping, green roofs, green construction and maintenance and the potential for employment of Youth Build graduates.

Act to Protect Children’s Health and Environment from Toxic Chemicals in Toys and Children’s Products Stakeholder Facilitation Designing and facilitating stakeholder meetings for the Maine Department of Environmental Protection. Supporting stakeholders from multiple sectors including industry and environmental advocates identify recommendations for implementation to the Commissioner of the Maine Department of Environmental Protection.
